Ater checking all hose fittings and by passing water heater found the problem. The inlet to water heater has a plastic check valve to prevent hot water flowing back to cold watre supply line. The plastic retaine broke and was blocking water flow  and causing a high pitched whistle. I replaced the brass valve for $10 and have more flow on hot outlets. Local Rv shop says this has been showing up a lot on all brands of water heaters so I will carry a spare just in case I was ready to go with no hot water for next trip.Low flow pointed to 12 v pump thank God I found the issue a water pump is about $150 plus.
