So, my tongue weight measured with a dedicated tongue weight scale is approx 620lbs. I filled my fresh water tank, 39 gallons, which should weigh approx 325 lbs and the tongue weight only dropped to 600 lbs, approx. Water tank is behind the axcel. I assume that the fulchrome of the axcel is why the tongue weight is only reduced by 20 lbs even though I am adding 325lbs to the rear of the trailer. Am I missing something in this equation?

I think you've basically got it. It order to remove the same amount of weight from the tongue, the tank would need to be the same distance behind the axle as the hitch is in front of the axle. It's not, so the reduction is less.
